Employees
The number of employees is in accordance with legal regulations and Office authorities.
At the beginning of its operation, the Office had 53 employees, 38 of which were state auditors. Today, there are 275 employees in the State Audit Office, 229 of which are state auditors.
The State Audit Act stipulates that a certified state auditor must meet the following requirements:
- That he/she is a citizen of the Republic of Croatia
- That he/she has a university degree – in economics, law, IT or other relevant profession
- That he/she has never been found guilty for criminal acts in the economy
- That he/she is an honourable, honest person who meets the requirements defined in the Code of Professional Ethics, and
- That he/she has passed the examination for certified state auditor and acquired a certified state auditor’s certificate.
The exam is taken at the State Audit Office, before a commission appointed by the Auditor General and in accordance with the Regulation on examination for certified state auditors.
There are 218 auditors with this certificate working in the Office. Of the total number of certified state auditors, 20 are graduate lawyers, two are IT graduates and the rest are graduate economists.
According to qualifications structure, 230 of 276 employees (83.3%) have a university degree, 12 of which are Masters of Science and 5 are Masters Specialists.
The State Audit Office also has an interesting gender structure. Of the total number of employees, 210 are women and 66 men.
In accordance with an increasing number of performance audits and audits of particular programs, as compared to standard regularity and compliance audits, where the focus is on financial transactions and compliance with accounting standards, a certain number of specialised experts in various technical disciplines will need to be employed sometime in the future. These would be primarily IT experts who could perform quality audits of IT systems but all other audits as well, as the business of audited entities is almost entirely computerised.
