Future development routes
The first Strategic Development Plan of the State Audit Office was adopted for the period between 2003 and 2007, and was including adjustments of methods and methodology used in the Office and alignment with EU standards and best practice, this being one of the requirements the Republic of Croatia needs to meet to become member of the European Union.
The above plan was foreseeing the vision, mission, goals, values, strategy and strategy application, thus providing external audit development guidelines in the Republic of Croatia.
The vision of the State Audit Office is to contribute to the increase of the common and collective good by checking regularity, efficiency, economy and effectiveness in public property management.
The mission of the State Audit Office is to perform audits, increase the efficiency of legal entities pursuant to the State Audit Act and to increase the awareness of the Croatian Parliament, Government and citizens of how audited entities manage their funds.
The objectives of the State Audit Office are to accomplish the tasks laid down in the State Audit Act, to decrease irregularities in the business of audited entities and to increase their efficiency and effectiveness.
The analysis of objectivec and tasks from the Strategic Development Plan for the State Audit Office for the period of 2003 – 2007, and the implementation results of the Twinning project CARDS 2003 «Strenghtening of external oversight of the budget execution» served as the ground for drafting of a five-year Strategic Plan, by which the activities of the Office in the period of 2008 – 2012 shall be focused on the following:
- an increase of auditing quality,
- an increase of professional and ethical qualities of the employees, and
- ensuring high level of application of technical achivements, computing techniques and tools in performing audits.
The State Audit Office gives great attention to professional improvement of its employees and strives to improve the knowledge and skills required to perform work in the Office. As part of professional training, employees take part in congresses, conferences, forums, courses and workshops in Croatia and abroad.
Development of state auditing today would be unimaginable without information and communication technology, indispensable in all audit phases.
In line with the trends, the Office has a private network (VPN) connecting the Central and all regional offices, and all auditors are provided with a laptop, access to the Internet, and an e-mail address.
To improve communication and the quality of our work, the State Audit Office developed its own Intranet, which ensured better access to information and reduced communication costs, phone and postage expenses. This saved money and time and ensured timely and consistent spreading of information, all of which is making auditors’ work easier.
Croatia’s preparation for EU accession poses an increasing number of obligations to the Office. These are mostly related to the control of spending funds obtained from various pre-accession funds and the constant increase in the scope of audit activities, forms and approaches.
By entering of the Republic of Croatia into NATO, scope of work has been widened to activities of Competent National Audit Bodies (CNAB).
The results of the Office so far, as well as the current activities, guarantee that the Office shall, in the next period, continue to successfully influence the increase of responsibility of all participants in the process of gathering, spending and management of budgetary, extrabudgetary and other public resources, by contributing therewith the increase of general and common good.
