Draft of new Memorandum of Understanding was presented in the Assembly of the Republic of North Macedonia

Within the Twinning project "Improvement of External Audit and Parliamentary Oversight" in the Republic of North Macedonia and Component 3. Improved legislative scrutiny function of the Parliament based on processing and discussion of SAO audit reports, Short Term Experts from the State Audit Office of the Republic of Croatia continued with the implementation of project Activity 3.1. regarding development of Memorandum of Understanding between Parliament and SAO for review of audit reports.
 
During May, Croatian Short Term Experts have analyzed ISSAI standards regarding the relation between Parliament and the State Audit Office of the Republic of North Macedonia and existing Memorandum of Understanding, Rules of Procedures, Rules for internal organization at SAO and other relevant documents. Comparison of Rules of Procedures with Croatian Parliament’s procedures and SAO Croatia’s procedures were made and it was checked whether ISSAI requirements were implemented into the legal framework and BC SAO practice regarding the relationship between BC SAO and Assembly.
 
Conducted analyses, conclusions and recommendations were the basis for expression of the opinion whether the Working group should prepare the draft of the new Memorandum of Understanding or improve the current one. Final products of this Activity were the drafts of the Assessment report and the new Memorandum of Understanding which was presented in the Assembly of the Republic of North Macedonia at the beginning of July 2021.
