Participation in the International Auditor Fellowship Program (IAFP) 2026

From April to June 2026, Martina Jurjević, Assistant Auditor General for the Audit of EU Funds, participated in the International Auditor Fellowship Program (IAFP), organized in Washington, D.C., by the United States Government Accountability Office (GAO). This intensive three-month program brought together representatives from 13 countries around the world, providing a unique platform for global cooperation and professional development, while covering a wide range of key topics relevant to modern auditing practices.
The program included workshops and lectures on the methodology and operational processes of the U.S. Supreme Audit Institution. Topics covered included the analysis of federal, state, and local government systems in the United States; performance measurement; cooperation with Congress and other stakeholders; the entire audit process, from planning and implementation to reporting; report writing; and the communication of audit results. Particular emphasis was placed on strategic planning, workforce development and empowerment, and forecasting future workforce needs in order to build highly effective multidisciplinary teams capable of conducting complex audits. The program focused primarily on performance audit methodology and the enhancement of managerial skills, while also addressing financial audits, fraud-focused audits, and the federal accounting standards applied by the U.S. Supreme Audit Institution. In addition, participants visited the World Bank and attended, as observers, a congressional committee session during which an audit report was presented.
One of the most significant assignments throughout the program was the preparation of a Strategy Paper on a topic of direct relevance to the participants’ home institutions. Martina Jurjević prepared a strategy paper exploring the transition from ex-post auditing to real-time auditing, with a focus on identifying the prerequisites necessary for implementing this new audit approach. These strategy papers are designed to provide solutions and recommendations for the successful implementation of selected topics within supreme audit institutions, and participants formally presented their papers at the end of June.
At the graduation ceremony, the Acting Comptroller General of the United States presented official certificates to the participants. Martina Jurjević was also given the honor of delivering a speech on behalf of the 2026 program participants.
The exchange of experiences, innovative ideas, and audit methodologies with colleagues from the U.S. Supreme Audit Institution, as well as with peers from 12 other countries, will be of great value to the continued professional development of the State Audit Office of the Republic of Croatia. The knowledge gained through the program will be shared with other employees to further enhance and improve the Office’s audit processes.
